Had a reply from Malcolm Wood of EA - wanted to see if he had changed his view point.
Here's his reply.
Standard format to other replies by the look of it, but all adds to the ammunition against the other EA peeps that want to stop us or just take us for £140.

Dear Mark,
Thank you for your email regarding collection bio diesel. If you are just using the waste oil in your own private vehicle for your own private use, not using it for commercial reasons and not selling it on (i.e.not part of any business or with a view to profit). Then you do not need to register as a waste carrier to collect the oil. You would also be required to complete duty of care waste transfer notes for each collection and I have attached a template that you are free to use. In order for us to arrange a low risk waste position we would need your location details to put you in touch with an area specialist who will be happy to talk you through the process. If you wish to email these details It would be better if you email the following email address enquiries@environment-agency.gov.uk then it means you will get a direct response and avoids any problems if for whatever reason I am not personally able to respond. In addition you would need to contact the Her Majesties Revenue and Customs regarding taxation issues. I enclose a web link with their contact details to assist you further. http://www.hmrc.gov.uk/ (We are not responsible for the content of other web sites.) If you have any further queries please feel free to contact us.
