Default Saggy Trousers

It's been in the news today about a US ban of youths waring their trousers with the crutch by the knees and the cracks showing.

Should this sort of ban be introduced here?

yes! Then maybe my boys would stop wearing each others trousers and wandering around holding them up when they can be bothered and letting them fall down when they can't!

Ah..yes.....

but isn't the origin of the saggy trousers from the American jails. It's a display by the hard core of their toughness by wearing their trousers like this -to show that their belts have been removed by the authorities so that they can't be used as weapons or ......something similar?
